Should I provide JIRA Admin access for someone who wants to create new Project in JIRA and Confluence?

In Jira, yes. Generally, if you want a user to be able to create a project, you should add him/her to the JIRA Administrator group as shown on the image above.

You mean you want to split the administrator's authority, only allowing this particular role to create the project, but not allowing other administrator actions?
