I'm trying to come up with a method of creating functional sales quotes for customers in Jira Cloud. I need to be able to pick from a configured list of parts and pull customer information from one of the Jira Cloud CRM add-ons.
If there is a 3rd party program that could add quoting functionality I'd be ok with that too.

We're authors of Raley Sales Quotes and Purchase Orders app which is doing exactly what you need - generation of PDF sales quotes.
You can customize the template for PDF generation and include any information from Jira standard/custom fields in addition to the information already stored with sales quote lines.
Have a look at the article we've published recently on How to create sales quotes in JSM. This should give you a good idea how the app works.

I'm a fan of the Xporter app, as it helped me solve the same question:

The configuration is easy compared to a different PDF creator for Jira and the documentation is helpful. Their support is also great and was able to help me when I got stuck.
I use a Word template in Xporter where I have defined that the customer information is queried via a JQL. I clone the individual quotation items from existing subtasks (templates) and adapt them from my quotation issue.
The Xporter app pulls all the information from the JQL and the subtasks and creates my PDF quote.
