Custom data dropdown - JIRA cloud

We are in the process of evaluating the JIRA Service desk Cloud version. The list of the clients which change on a daily  basis are available in an external data source ( CSV/DB...)

Does JIRA support any plugin with the ability to pull data from a external data source to populate a dropdown

I did see the nFeed plug-in in the market place but it support the JIRA server version. Looking  for a cloud version similar to nFeed plug-in.

There is now a Jira cloud App called External Data for Jira Fields that allows to synchronise external data with a selection field.
You can connect a Json or XML endpoint as a data source and define how the dropdown should be populated. The dropdown will then stay updated.

Can you access this database through a web service?

As mentioned by Francis here,  you can use table grid editor for cloud.  It allows to connect with a web service and display this information in a grid.
