Custom field for release notes not showing for another user

Hi,

I followed these steps on a classic jira project:

To create a new release notes field.  It is showing correctly for me but its not showing for another user.  I have searched this forum and other places and the solutions haven't helped me so far.  Does each user have to configure the field to show on their screen or something similar?

I contacted Atlassian support and the issue was the user didn't have edit issue access, so apparently fields can't be seen if the field has no values and the user doesn't have access to edit issues.
