Custom field question

I have a drop down custom field that is called Customer_Observed that has a select list of Yes or No. If the user selects Yes I need to have another custom field called Customer_Comment marked as required, if the user selects NO than the Customer_Comment field should not be required but Optional. Also, I only need to create this script under my project only but not globally. Any ideas on how I could implememnt this? Thanks.

This will probably work. I was actually looking at this plug-in last week, but before I installed it I figured I would see if there was an easier way before adding another plug-in to our stack
