The best thing is to add a new project panel using a plugin. Altering the template files will have to be carried across upgrades and will be more difficult to maintain compared to plugins.

Not sure about this. But all the views for the project panels are located in your JIRA installations
atlassian-jira\WEB-INF\classes\templates\plugins\jira\projectpanels
directory. Maybe try altering it and see if that works. But like I said, I am not sure as I have never tried this before.
