I am having Postgres db and my IP is whitelisted. still i am unable to connect to download db.

Could you provide a little more detail on what you are trying to do? As far as I know, there is no way to directly connect to the Postgres database in Jira Cloud.
If you want to sync a local database for report, you might want to take a look at the Database Exporter for Jira Cloud app.
