Default outgoing email format is not applying to email format.

Hi

I have Email Notification Format set as Text in my Jira Personal Setting.

Now, I am going to User Default Setting page and setting the Default outgoing email format to HTML and then I am applying it for all the users by clicking on the Apply button.

The issue is - I am still receiving the email in Text format only. But as per my understanding, I should be receiving the email in HTML format now.

Please help.
