Your question is not clear but I'll try to answer from my perspective.
If you want to change default tab panel from Comments to All see this article
If you want to change the order of the items in the tab panels, you can click on the arrow button on the right end of this section. This will be your ordering preferences. If you want to change this behavior system wide, then go to Administration -> System -> General Configuration and click on Advanced Settings and locate jira.issue.actions.order and change the value to asc or desc.
