We have some inactives users in our jira, which we want to delete to uses with other new users. We saw that is not possible because that's users have issues.
Exists any procudere to keep this issues and delete the inactive users?

Since JIRA 5.1, JIRA administrators can 'deactivate' a JIRA user, which disables that user's access to JIRA. Also, a 'inactive' (deactivated) user does not count toward the license limit, so you can create another account in its place. You can see more about this new feature in the JIRA 5.1 Release Notes.

It is not possible to 'deactivate' a JIRA user in JIRA OnDemand as per the Restricted Functions docs.
Instead use Atlassian OnDemand's application access features to restrict a user's access to one or more applications in Atlassian OnDemand. Also, make sure to remove the user from any groups so he won't receive notifications.

Based on recommendation from Atlassian several years ago, we created a group called 'inactive'. Remove users from 'jira-users' and they can no longer log on. Assign them to 'inactive' group, that way you can do a query to see if there are any issues assigned to anyone in 'inactive' group and re-assign them to active user(s).

No. If a user has issues assigned or is the reporter, they cannot be deleted.
You could edit the issues and swap reporter/assignee to another user, but most people don't delete users. Generally, you just remove them from all roles and groups, and set their email to a dummy null one. That way you've got a full, clear history, and a user who can't be assigned/report new issues and doesn't take up any licences.
