Direct access to attachements

How can I get direct access to files attachment on server.

e.g. When I put in browser address like this

http://servername:8080/secure/attachment/10401/screenshot-1.jpg

for user not logged in I get perrmision error.

Is possibility to display this screen without log in.

Only if the issue to which it's attached is accessible by the group "Anyone" - check the browse issue permission in your perm schemes for the relevant project.
