My company is setting up Jira Cloud, and I'm trying to allow our users to create Scrum and Kanban projects, but not delete them. Two questions:
Is there a way to disable the deletion of Projects for administrators, or to create a user group that can create projects, but not delete them?
Is there a way to hide the "Delete project" option for one (or preferably all) projects so it is very hard to do?

You cannot take away the ability for an Administrator to ‘delete’ a project. However, you can create a group that can create projects, but not delete them.
You can also manage individual users in the same manner. You could create a user that has all of the same privileges as an Administrator; however, removing the ‘Administer Projects’ permission removes the ability to ‘delete’ projects.
I do know how to create a new user group, and I can get to the Jira Permissions page, but I'm struggling to find instructions to separate permission to create and delete projects.
Is there any documentation that describes how to do this?

Thanks for the link, but I thought (per this documentation) that independent projects can only be created using the agility project template. I need the ability to create Scrum and Kanban projects.

Correct, the independent project permission only allows you to create the basic agility project currently. If you want to give a group/user permission to create any type of project they need Jira admin global permission.

Giving a group Jira admin global permission will allow them to delete projects though, yes? Does this mean there is not a way to do what I need?

Correct, you cannot make the permission more granular then giving them Jira admin permission, which gives them both create and delete permission.

Short answer is no.
You may want to vote on this issue, JRACLOUD-1431, to add a separate permission to create projects.
