I have been enjoying the new Jira format, but there are still three issues that are frustrating.
1) The fields that are on the right side of the screen have no discernible or consistent order. The only thing that absolutely holds true, is that the hidden fields are never populated. It would be better if either you or the administrator defined the order of the fields, and fields to hide if they aren't being used.
2) The formatting menu needs to float on the page as you move down in the description. It is good that you added a return to the text just formatted, but it is super frustrating to have to scroll up to the top of the form to format text.
3) This one was recently introduced. When posting a large comment on a ticket, you can't scroll up past the comment to see other comments or the description.
When I click that link, and after I answer the questions there, my options are to ask a question or view documentation. I do not see a place to enter a bug.
Argh! I just noticed that goes into a loop of links (reminds me of the cable company...)

Your first two ideas seem like suggestions to improve Jira. Please consider searching the backlog to see if they have already been suggested, or to add a new suggestion:

The other location is for submitting suggestions.
