Do I have administrator rights to create another Jira user ? Who is the Administrator for CrowdOptic ?
I don't believe I have User Management in my Settings. My atlassian home looks like what's in the screenshot
Members of this Community site do not have any insight into your instance. If you are unsure if you have admin rights you probably do not but if you can get to settings/user management and search for your name then you can check.
