Do I have the possibility of editing schemas as the admin user on a project basis ?

I have created 3 projects at my jira server (1 quantity) for one of my users, i want to give an access for a certain project. But this fails, he or she has the right to editing schemas 3 projects. What i want is to limit the the authorization.How Can I editing schemas as the admin user on a porject basis ? İs it possibility JIRA ? or Is possible with an extra plugin for jira ?

No, you have to be a JIRA or System admin to edit schemes.  It's that way to prevent your project admins messing up other projects by altering shared schemes.

There are some addons which implement some partial attempts at this delegation, but I'd look at this one first: https://marketplace.atlassian.com/plugins/com.wittified.jira.delegated-admin
