Do I have to purchase Jira Mobile?

I'm using server setup of Jira software, do I have to pay extra for Jira Mobile? Link is: https://marketplace.atlassian.com/plugins/com.infosysta.jira.mobile/server/overview?_ga=2.245587904.519598790.1530185624-675915170.1530185624

If I used the cloud version of Jira Software, would this be free?

If you want to use this specific app, yes. See for the pricing tab on the Marketplace page.

For Jira Server there is currently no smartphone app by atlassian itself, only for Jira Cloud.

I think Atlassian is working for a smartphone app for Jira Server. See issue JRASERVER-46149
