Does Confluence have an "Initiative" template?

Confluence has a template called "Product Requirements". This tends to make to a JIRA Epic.

JIRA Portfolio introduces the concept of Initiatives. Is there a related template in confluence to provide reporting and requirements gathering at a higher level?

Not at present date . Personally I believe this would be a great feature, my suggestion is that you log a feature request at https://jira.atlassian.com against Confluence project so we can have that documented and maybe implemented in a future release.
