Does JIRA Server allow ordinary users to create projects? How is JIRA Server set up to allow ordinary users to create projects ?

Depends on your setup. I wouldn’t recommend.

however, there is a plug-in called delegated project creator which we use, in our test instance to let users create projects with a pre-defined set of templates. Works great and lets users create projects you as an admin define.

We used this plugin and it worked pretty well for us. Users can submit requests to have project created per a list of templates. Users who are not admins can be granted permission to approve and fulfill those requests through the plugin.

Hi @Tyler Zhou ,

for Jira Cloud there's an app that allows users to create company managed projects based on templates. These templates are created by your administrators. You can also define users and groups who should be able to use the templates.

The app is called "Templating.app

Hi @Tyler Zhou 

If you are talking about Jira Cloud then you can give Team-Managed Global Permission to users to create Projects in Jira Cloud.

But in Data Center I don't think so there is any way to do that. But I have one doubt why you need this if ordinary users have project permission then they will create many projects and your instance will be slow.
