Does JIRA Software 7.6 comply with IRS 1075 field level security?

We are running JIRA Software 7.6.  We are required to maintain compliance with Industry, Federal, and State requirements.  Does this version facilitate field level security out of the box?

There's technically no field level security out of the box from Jira:

There's however a few workarounds listed on that issue.

Thanks Tim.  This makes the JIRA product not compliant with IRS 1075 and puts NIST 800-53 into question.
