Can you please clarify if the terms of service in my current Atlassian Cloud contract include or if there is an addendum that covers the use of Atlassian developed plugins that are available in the Marketplace?

What contract are we here talking about? Are you an end user, or do you have some specific contracts with some of the partners?
As for addendums related to Atlassian Marketplace, generally, you can always install Markeplace apps and pretty much all of them follow official policies related to trust and security. Each app/vendor should add relevant documentation to their listing about app usage and their terms and conditions (e.g., this).
As you've mentioned, the official app - Jira Cloud for Google Sheets is developed and maintained by Atlassian, so it's considered that they follow the same policies/principles as for their main products/app such as Jira, Confluence...
In the end, it really depends on the requirements of the organization that will use a specific Marketplace app. Trust and security are usually the main topics when it comes to the installation of third-party apps (at least here in the EU).
