Does Jira Core have tools to load data and file attachements from other non-Atlassian system?

We are looking at the replacement for existing system that has about 100K records and some have file attachments. Jira Core  is one of the systems that we consider. Does it have tools that would allow us to load existing data? Thank you,

Jira Core out-of-the-box have no tools to do this.

using command line you can add easily attachments
