When I go here:

I am NOT seeing "Custom Fields Permission Schemes". Is it because I am using Jira cloud ?
All I am trying to do is to restrict custom field in jira cloud to be updated only by certain group of folks. how can i accomplish that ?
So my custom field has 2 values. Yes and No. I want only certain group of folks to be able to update that field with either yes or no.
You have to remove the field from the edit screens, then amend the workflow, giving it transitions that allow editing of the issue, with conditions that prevent the "wrong" people being able to get into them and validating that only the right settings are set by the right people.
This is hideously clunky, and it sounds more like your process is broken. If a user needs to set a field based on who they are, then you are probably using the field wrong.

There's no "custom field permissions" for any Jira system, without using apps that add the functions.
You've found docs for a (Server only, I think) App that does it.
