Is there the ability to create another issue type that is a child of an epic and can hold children Stories?
No, Jira Software's hierarchy is Epic -> Issue (story) -> Sub-task.
You can't insert layers between them, nor go downwards. Adding advanced roadmaps or other apps can layer more above Epic.
Structure is the only app I know of that allows you to make it look like there are other layers.
You can use issue links to add another issue type between Epic and User Stories.
However to view the complete hierarchy and progress of your issues (based on issue links), you will need an app.
We have built an add-on specifically to view/manage issue link hierarchy and progress.

How does this compare with the functionality of "Structure" for Jira?
Does the "Links" add-on come with Jira Server and/or Data Center? What costs are associated?

Thanks for your reply. I have not used Structure as such, but I do believe we have lots of similarities regarding hierarchy views. Also we have other modules such as Time in Status & Work log time tracking reports.

We created a plugin called Agile Docs which lets you add an issue type between Epics and Stories.
It lets you create parent-child relationship between any issues.
Below is an example of an Epic -> Feature -> Story -> Sub-task hierarchy.
Features are linked to Epics by the "Epic Link" field and Stories are linked to Features by the Agile Docs parent-child issue link.
Opens up inside any project for easy access.
