This should work without any issue, assuming jira-config.properties file is in JIRA home directory.
You can check what JIRA thinks the value is by going tohttp://YOURSERVER/secure/admin/ViewSystemInfo.jspa and looking for "websudo" on that page.

Yea, i disable websudo on my jira 4.4 instance, and it works.
