I am project lead to one of the project in my company ,and the problem is i can't able to create properties in advanced workflow , i have noticed that only the JIRA admin can only create/edit the properties in advanced workflows.

Project administrators can only make modifications that are unlikely to need Admin understanding of what they do. It's very easy to break everything with some workflow functions, so those are limited to Admins.
We have a very large organization (1000+ users) and our project admins understand very well the critical nature of the workflows (typically we are relying on them to defend safety/quality audits). However, we can't have a single server instance admin role evaluating all the unique audit needs of every JIRA project (which can be unique based on the customer/audit staff). How do we provide project admins with full workflow control?
If not, do we have to create a unique JIRA server instance for each project?

Yes, if you want to do it that way, you will need to create a new service for every project.
Hint: don't. Get people to talk to each other and work together in one place. It's faster, cheaper and better to share than to silo.
