Does the hipchat jira plugin support mentions in a room like "@all" ?

We'd like to trigger notifications in the mobile device hipchat app which happens when triggering a mention like "@all".  However, this functionality doesn't seem to be present in the plugin.

No, the current implementation does not appear to support executing any of HipChat's functionality (mentions, emoji, etc).
