Don't understand why there is a cost for free apps

I downloaded Easy Agile Scrum Workflow for Jira Users.

It provides a jwb file

If I download it from the Marketplace i'm required to buy a license.

What is this?

I'd first check to see if you're missing any licenses for addons in Jira. If you're missing any, license them with free trial.

You are 100% correct, their license model for server is free.
