Can I duplicate a team-managed project, to create a new one with the same configuration?

Welcome to Atlassian Community!

The short answer is no, you cannot clone a team-managed project so you get the same setup. That is only possible if you are using company managed projects. 

You should see team-managed projects as a self-sustaining island that have no access to the outside world.
