We are testing a sandbox project and we discovered that one ticket in particular is being created automatically with no human input.

This is the issue. How do we make this stop? What project setting do we need to review/toggle? Is this a bug?
I will be circling back this week as I got pulled into other projects. To my knowledge this has not been fixed yet.

So get rid of the "Example Customer" to get it to stop. Project settings > People find the customer and Remove.
why it is happening? Either you have some SW system that is sending emails constantly or you have some automation that is triggering in some loop.

check your email logs - project settings > email requests and click on logs. see if you are getting continuous emails from that address. if so find it and shut it down.

I wish it was that easy. Just checked Project settings > People and no record exists of this customer.
When I go to Project > Customer, I see there is a record and it's an Atlassian created customer. See screenshot
Additionally, I have a feeling the settings here could also be at play, any thoughts? I couldn't see a setting in the "change the global settings" link that allowed only people with accounts within our organization to send requests, which is my desired request.

I did. I haven't gone back to setting this up yet, but I will this week.
