When I need to add a custom filed under one issue by "Admin"-->"Add Field" I can find so many duplicated customized fields, e.g. “Start Date” & “End Date” there are five same fields for each of them, how can I organized them。

I would recommend deleting the duplicate custom fields in your Jira Settings (must be a Jira admin).
Along with what @Mary Ramirez said you should treat JIRA like a production system and put it under change control. This can easily happen when things are done from hallway conversations or emails. You may find other duplicate fields also. It is clear your admins aren't checking that fields asked for don't already exist and they could simply put the current field in the project requesting it. Having JIRA under change control should help eliminate the knee jerk reaction to someone asking for a field and giving it to them without research.
