I'm a Jira admin and having trouble applying the filter I made to the entire board since the owner of the original filter is different. How would I do this?

I assume you're on Jira Software Cloud.
You can save the filter as a new filter ("Save as") as described in the link provided by @Sanjen Bariki. After saving the new filter, you can replace the existing filter in the board with the new one, as long as you're at least board admin.
