"Manage filters" page has menu with icon ... for each filter
When I choose a filter made by me and click "Edit filter details" menu item the browser (Chrome or Edge) shows rotating "wait" icon forever and editing dialog never opens.
Same thing happens to my colleague.
This issue was related to a bug, JRACLOUD-68627, that was resolved earlier this year.
I am facing the exact same issue:

Any further updates on this? I'm seeing it as well in cloud Jira.

Could you please check jira server log and browser console log?

We are using cloud based Jira and I don't know how to check server log but when I click "Edit filter detais" menu item chrome developer tools console shows this error:

Did you use any kind of plugins in your cloud JIRA? If so, could you please disable them and try again.
Also could you please open the same dialog in Incognito browser mode, where no browser addons are active.

Looks that it's either a plugin that destroys frontend, or it's a bug in JIRA Cloud. In the second case I'd recommend to request Atlassian support.

Same bug happens with IE11 (not edge as I said before) and Chrome.
It is not likely that any plugin would have same effect in both.
