Is it possible to get an email notification in JIRA when I assign the Issue to another user.
Apart from configuring notification scheme, you may also want to look at your profile email preferences and allow notifications corresponding to your own changes.

Yes, it is possible and it out of the box available in Jira whenever you are modifying assignee field, or you are assigning the issue to another user Jira will notify that user.
