Our company email went down for a period of hours, at which time anyone sending messages received an undeliverable response and the messages were lost.
After our email went back online, we had 2 users still receiving email notifications while the rest of us were not. My current theory is that after a number of "undeliverable" responses, our email addresses were blacklisted. Our account settings remain the same in that we're set to receive email notifications for issues that we're watching.
Our Jira Admin has tried resetting accounts and changing permissions but to no avail.
Any suggestions on next steps to resolve this are appreciated.

I have had a similar issue occur on Server where we had to bounce the service to get emails flowing again. I would think it would be something similar in the cloud. You should contact support by submitting a support ticket here: https://support.atlassian.com/contact/#/
