I have a JIRA 5.2.8 instance, where rss feeds seems to be disabled.
now i want to enable them (user should be able to subscribe a filter).
unfortunately i don't know who, why or how this feature has been disabled.

Found. The System-Plug-In "Plug-In für Vorgangsansichten" has 2 deactivated modules called "RSS"....
