Enable attachments for parent ticket and disable attachments on sub-tasks.

I have given create attachments permission to group A in a project. But i want to allow users to only attach the documents on Parent ticket and disable or does not want to allow users to create attachments on Sub-tasks.

Is it possible to do so?

Short answer is no, you can't exclude the attachment functionality from any issue type.  There's a new feature request for something like this:
