Encode a file as a base64 string and include it in a web request within an automation rule.

When a ticket is created in JIRA Automation, it should send the attachment as base64 content via a web request to an external system.

Unfortunately, this is not possible out of the box. However, there are a few third-party solutions listed here that you can try - https://community.atlassian.com/t5/Jira-Software-questions/JIRA-Cloud-Attachments-in-Base64/qaq-p/2446946
