How do I enroll myself with Jira if there are any maintenance announcements within Jira and zephyr?

You can Subscribe at https://status.atlassian.com/ if you want information for the maintenance announcements from Atlassian for their products (Jira Cloud, Bitbucket, HipChat etc). 

But if you want to configure the maintenance announcement for your JIRA instance so that the users & customer could be notified you can check https://www.atlassian.com/software/statuspage for the same.
