Could you please try raising an official support ticket at Atlassian Support?

They can most definitelly see which organization and account you're talking about and also have more details based on the error code you've received.

If you're unable to raise a request there, we can try reaching out to the Community Support team to check it out.

Note/question - Have you tried reaching out to your organization admin? They can probably also check a few things on their end to see what's going on.
