Error on fresh 5.1.7 install rendering WebPanel No renderer found for resource type: velocity

I just completed the installation of JIRA on a CentOS 6.3 box with MySQL 5.5. The character set is utf8 and the client connections are set to utf8.

After installation, I am presented with the Atlassian logo and a bunch of errors.

All of the errors are:

Error rendering WebPanel (admin-summary-panel.vm): No renderer found for resource type: velocity

Any assistance is appreciated.

I stopped JIRA, deleted the files associated with it, dropped the database and changed the create string to create database jira from create database jira character set utf8, reinstalled JIRA. Problem solved.
