I understand you are seeing an error when trying to sign up for a Jira Cloud site.  This is known to happen for some users located within China.  The reason tends to be due to the networking restrictions within that country are preventing specific CAPTCHAs from being displayed on the page.  Without those, the sign-up cannot continue.  Unfortunately, I cannot change the network restrictions in this case.

I'd recommend trying to see if you can connect to a different network, or use a VPN located outside of that country in order to complete the sign-up process.
