Welcome to the Atlassian Community. Let me know if I'm getting your question right:
Jira limits Excel/ CSV imports to about 250 records or 1,024.00 MB
However, if you're an admin, you can bypass this using the External System export feature.
To find it, see the steps and screenshot below:
- Click on Settings
- Then click System
- Then click External System Import.
May I ask why the local install of Jira? Only curious how you keep your team aligned.
