Hello,
I would like to exclude three issues type from the Time to First Response and the Time to Resolution.
However, setting a No Target in the Goals for issuetype not in ([Service] Change, Task, Sub-Task) is not removing the SLA's from the tickets.
I even tried to do a No Target line per issue type but no luck.
Would you have any advise to do so?

You can try SLA Time and Report for Jira to exclude some issues types from the Time to First Response and the Time to Resolution.
