We have a project created in our Sandbox that would would like to export and then import into our Jira Cloud environment.
I've found an article related to this topic that indicates the option is still in beta. (https://support.atlassian.com/migration/docs/perform-a-cloud-to-cloud-migration-for-jira/) that provides the steps.
Before we begin, can someone confirm that this won't impact our user directory or groups? It's one project, the project lead is has an active account in both the Sandbox and Jira Cloud. There are no project members.

Hello, Good day. There are two different options, you can either move the users or ignore user and group migration with this option.
Thank you for responding. We'd like to test this by migrating one project from our production instance of Jira Cloud to our sandbox. I've followed the steps and selected "Migrate users and groups separately".
After selecting "Review", there is a screen that provides information about the migration.
Under the "This migration includes" area of the review screen, we see the entities for users, customers, and groups. The status for all is "Ready". The total numbers reflected are:
I think we're ok with the total for users however, when we initially migrated to the Cloud over 29,000 groups migrated. We have to remove these one at a time and it's very a low priority for us. We don't have all of those groups in the sandbox so it's really a "clean" environment. Questions:
