I'm conscious my question may be far too bespoke for standard Jira exporting capacities but I wanted to check with you guys if such a thing is possible: is there a way to export a Jira Time Report, displayed as a Pivot Table by Users, and showing Epics, directly to MS Excel?
I am thinking about creating an Excel spreadsheet that would be some kind of ongoing tracker for tickets/issues, set up as a Pivot Table to track down time spent by collaborators. the spreadsheet would group tickets within Epics, so we can quickly assess the time spent across the Epics, and the issues within, per collaborator.
I have already been fiddling around with JQL exports of saved searches and know my way around JQL integration in MS Excel, but I understand the Time Report option within the Reports section is a different product.

I'm not sure there is some build-in solution, but you can try a third-party add-on - Time in Status for Jira Cloud, developed by my team.
It generates 7 types of time reports and it has a Pivot table function. So you can display each data in a Pivot table view.
Also, you can export it all as XLSX or CSV files.

What do you mean by "time spent"?
Are you trying to report on the time (worklogs) actually logged on to issues by users? Or are you trying to see how much time issues spent on each status, assignee, etc.?

As an alternative, you can try Status Time app developed by our team. It provides reports on how much time passed in each status as well as status entry dates and status transition count. The reports are based on history of issues and you can trim the history range.
Once you enter your working calendar into the app, it takes your working schedule into account too. That is, "In Progress" time of an issue opened on Friday at 5 PM and closed on Monday at 9 AM, will be a few hours rather than 3 days. It has various other reports like assignee time, status entry dates, average/sum reports(eg. average in progress time per epic). And all these are available as gadgets on the dashboard too.
