To export CSV in JIRA Cloud, go to the issue navigator or click on the magnifying glass icon on the left side toolbar > Advance search for issues Or directly go to this link - <domain>.atlassian.net/issues
Once you're in the page, you can search for the issues that you'd like to export to CSV using the JQL, and to export, click on export and select Export Excel CSV
