I try to copy a total backlog from another Jira Softwre site and then use External System Import -> Jira Server and Cloud and I get permission violated. I am Admin. What is wrong?

You would need to have a site-admin permission. To confirm if you have a site-admin permission, go to <instanceUrl>.atlassian.net/admin. If you are redirected to a page where you can manage users, then you are the site-admin. You should be able to access the page if you have the site-admin access.
