Federations to other accounts

Hi:
My organization is new to Jira so apologies if this is an easy question.  

We work with colleagues outside of our office who have their own Jira license and setup.  There are some projects that we would like them to work on, having access to our boards.  Is there a way that said boards can be created so that the outside colleagues can have access to it, without each of us having access to other boards?  

Would we have to count them (and pay for them) as "users" in a federation like this?

Certainly, you can have multiple directories linked and have an internal jira user directory.

You will need to license those users.

Hi Gregory:

Thank you for reaching out and answering my question. Forgive my lack of proper language -- so just to be clear, the internal Jira users will need user licensing, but if we were to share directories that are linked, those outside colleagues we would not need to purchase their usership?

In this case, there would be licensing requirements for all users. 

There is a concept known as anonymous access, but it has restrictions and of course, makes projects publicly exposed.
