Fixversion edit permissions

In my organization the people who we want to have access to fixversion is a subset of those we would like to have the ability to resolve issues.

Is there a way to control fixversion access independently of the Resolve Issues permission?

I found this answer, but not sure if it was in this community, so pardon if this is a repeat.

This is how I did it, and it's a bit of a pain:

  1. Create a group called something like "fixversion-setters"
  2. Only give this group the permission to Resolve Issues
  3. This is where it becomes a pain: In each project workflow that uses this permission scheme, change the Validator in the transition to resolve an issue from "Only users with Resolve Issues permission..." to a different permission, like Close Issue permission. Or if your environment is pretty open about who can resolve what, just delete that validator. 

Be prepared for folks saying they can't close their tickets if you forget to update a workflow in step 3. That's the biggest issue I've had with this workaround.
