Force users to submit time tracking per task before passing ticket

Is there a way to force specfic users (group) to submit time tracking in a task before passing the ticket on? I'd like this to only be for a specfic group of users (jira-developers) so we can see how much time they are actually spending on tasks.

Hi Christina,

You could add a condition to the workflow transition, to pervent the ticket being transitioned by developers, unless the time field has changed.

Hi Ryan,

Thanks. I've looked at this, but there is no place that I can add a condition to the predefined list. I want my team to make sure that their time is entered before it hits the QA team for billin purposes. But the list doesn't give that option. Can you add that to that list?
